Most Kansas municipal and county courts require substance abuse evaluations for any adult or juvenile charged with transporting an open container, public intoxication, minor in possession of alcohol, possession or sale of a controlled substance, etc. If substance use or abuse was involved in a crime, such as domestic battery, assault, or theft, an assessment is usually made a part of diversion or probation requirements.
